Rostelekom PAO is Russia’s largest fixed-line telecom and one of the country’s main internet and digital services providers. It sells home broadband, pay TV, phone service, data links, and cloud and cybersecurity services to households, small businesses, large companies, and government agencies. It also builds and runs the network infrastructure that carries voice, video, and internet traffic across the country.

The company makes money mainly from subscription fees, network access charges, and contracts for enterprise and public-sector services. For many customers it is the core utility that connects them to the internet and to other communications services, while for businesses and government clients it is also a major provider of secure data transport, IT support, and digital platforms.

What makes Rostelekom’s business model different is its role as a national infrastructure operator.
